1911.

On the 24th. ultimo I paid my

official visit to His Excellency the Governor of the Two

Kwong Provinces at Canton (Chang Ming Chi) who has recently

been appointed to the Viceroyalty and who called on me on

3rd. January last, while en route to take up his appoint-

-ment. I took the opportunity of inviting a more practical

co-operation than has hitherto existed in the suppression of

crime, and suggested that His Excellency should send a

responsible official to Hongkong to concert with the

Captain Superintendent of Police and Registrar-General

detailed measures to this end. His Excellency cordially

agreed and promised to send a high official, and I am in

hopes that with a practical and progressive Viceroy such as

His Excellency Chang appears to be, some useful result may

be obtained. The Canton Government has been in the habit of

sending Secret Police or spies to Hongkong to ascertain the
